Phoenix Low Income HousingThe city of Phoenix has streamlined the process of finding affordable and low income housing through an easy-to-navigate city website with an interactive map pinpointing areas for families, elderly, disabled and other affordable housing areas.  Qualifications are based on income and household size.

Housing that is subsidized through federal funds by the U.S. Department of Housing and Urban Development (HUD) is called Section 8 Housing.  A family of four would qualify for this program if their household income does not exceed $32,750.  Section 8 housing allows residents to pay 30-40% of their household income toward rent and HUD funds pay the rest.  This includes persons living with HIV or AIDS, and homeless veterans who are also eligible for assistance under the Housing Opportunities for Persons with AIDS (HOPWA) and Veterans Affairs Support Housing (VASH) programs. 

Buying affordable housing is possible through The Open Doors Initiative Loan Program for families whose income, based on family size, does not exceed 80% and 120% of the area median income.  They must have $1,000 of their own money to invest and be first-time homebuyers.  Assistance is in the form of a zero percent loan to take care of the downpayment.  The Neighborhood Stabilization (NSP) Homebuyers Program has similar qualifications but provides a greater amount of financial assistance because it targets foreclosed homes.  Buyers can choose a $15,000 loan for closing costs and down payment on a newly-improved property, or the same $15,000 loan plus an additional $40,000 for home improvements.
